EXECUTIVE SUMMARY
Every business organization, large or small, needs to
conduct pre-employment checks. Failure to do so can
result in negligent hiring suits, a damaged reputation, and
financial loss.
Traditionally, most companies have relied on outsourcers
for this function. And there are still many good reasons to
outsource your employment background checks, as
discussed below.
But the Internet has changed this field dramatically, as
it has so many business functions. Nowadays, much
pre-employment screening can be done in-house, using
a variety of public-records websites.
This is not to say that all of the public records needed
to perform an employment background check are now
available online. But many are. And in those situations
where a given governmental department (e.g., state or
county office) does not yet have its public records online,
they are nonetheless usually stored in computerized
format and can be quickly accessed by government
personnel. Thus a phone call to the government office can
often yield the information needed.
This means you can now perform all or some of your
employment background checks in-house, even if your
staff has no experience in this type of work. (Exactly
how this can be done is explained later in this report.)
By doing the work in-house, you'll save money. And
there are other important advantages you should carefully
consider, as discussed below.
Whichever alternative you choose -- in-house or
outsource -- you'll find everything you need pertaining

of relevant government websites (which in turn contain
millions of items of public information), an explanation of
federal and state statutes, and a step-by-step tutorial on
the pre-employment screening process. I'm also including

be you'll decide to handle some, but not all, of this work
in-house; for example you may decide to conduct your
more routine employment background checks in-house
while outsourcing checks of your supervisory personnel.
